In 1984, three years after the virus that causes AIDS was discovered, the secretary of the U.S. Department of Health and Human Services predicted that a vaccine to prevent AIDS would be available by 1986.

Twenty years later, as America observes World AIDS Day, no such vaccine exists. And most experts don't think a vaccine is just around the corner.
